HHSRS: Baseline indicators self-assessment
The baseline indicators are a list of essential building standards intended to protect the health, safety and wellbeing of occupiers. While they may not eliminate all risks, they are designed to address common housing deficiencies.
In some circumstances, it may not be possible or practical to achieve all or part of the indicators, and certain indicators may not be applicable to a particular property. In such cases, it is important to note that alternative or additional works may be required.
The indicators have been developed to apply to the majority of property types and ages. However, exceptions may arise, for example, where a building is listed and meeting a particular baseline indicator may not be possible due to heritage or conservation requirements.
To improve accessibility and ease of use, the baseline indicators have been summarised in a self-assessment checklist for landlords and property agents. Any aspect of a property that falls below the baseline standard would generally be considered deficient and could indicate that the property is unsuitable for occupation.
There is no obligation to complete this self-assessment. However, it provides a useful tool for landlords and property agents when assessing the condition of a property and identifying areas where improvements may be required.
