Renters’ Rights Act – Phase 2 Regional Registration Dates

As you will all be aware, Phase 1 of the Renters’ Rights Act is now fully in effect. With the removal of Section 21 notices, the introduction of rolling tenancies, and a number of other significant changes, this was certainly a major development for the sector. However, this is only the beginning of the wider implementation of the Act.

There are three phases in total, with further changes due to be introduced over the coming months and years. In accordance to this: Letting agents, landlords, the Ministry of Housing, Communities and Local Government, and other relevant organisations are now preparing for Phase 2, which is scheduled to begin rolling out from late 2026.

The official information regarding the national landlord database was released today, 9 September 2026. This sets out the commencement dates for each region in England, along with the corresponding deadlines by which landlords must complete their registration.

• West Midlands - Commencement date: 15 December 2026 | Registration deadline: 14 March 2027
• East of England - Commencement date: 15 January 2027 | Registration deadline: 14 April 2027
• East Midlands - Commencement date: 15 February 2027 | Registration deadline: 14 May 2027
• South East - Commencement date: 15 March 2027 | Registration deadline: 14 June 2027
• Yorkshire and the Humber – Commencement date: 15 April 2027 | Registration deadline: 14 July 2027
• North West - Commencement date: 15 May 2027 | Registration deadline: 14 August 2027
• North East - Commencement date: 15 June 2027 | Registration deadline: 14 September 2027
• London - Commencement date: 15 July 2027 | Registration deadline: 14 October 2027
• South West - Commencement date: 15 August 2027 | Registration deadline: 14 November 2027

Overall, all active landlords within each region will be required to ensure that they are fully registered by the applicable registration deadline.

In addition, there will be a registration fee of £65.00 per property, which will be an annual cost. The database itself will invole providing personal details, property details and all compliance information.
